MINUTES of the GENERAL MEETING HELD ON MONDAY 19th July 2010
at the CWA Hall, Mount Helena
Evening began at 7.30pm with an address by Stephen Fitzpatrick of East Metropolitan Regional Council. Stephen is the Project Development Manager for the proposed resource recovery facility at Red Hill site. Also available to answer questions were Cardno consultant John King and EMRC Community Development Liaison Officer Delia Richardson.
They informed us that the Red Hill site is the preferred location for an updated waste facility to accommodate the ever-increasing volume and that the Hazelmere site will continue to recycle various recoverable items e.g. mattresses. Current practices such as landfill can not be sustained much longer. There are 4 processes being considered each has different parameters of use and outcomes and each requires a footprint of approx 4 hectares. There is likely to be an increase in rates per household of between $20 and $60pa because although there is a $30million ‘pot’ available that will not meet the building costs plus the plant is not expected to be self sufficient. There is little likelihood of Government/policy driven subsidies as in Europe. EMRC is currently calling for nominations from the public to become members of a Community Advisory Group involved in developing a Community Partnership Agreement. It is expected that the Environmental assessment and community consultation processes will be completed in 18 months after which (if there is a decision to proceed) the tender process will begin (approximately September 2011 to September 2012) and commissioning of the new facility by 2015. - Pioneer Park – barbecues will be cleaned 3 times weekly and more rigorously
- Shade at playground requires community consultation. Schools & other interest groups to be approached for their needs. Suggestions of modifying some of the play equipment to be self-shading; supply nearby rotunda/shade area for accompanying adults.
Motion: Letterbox drop to be conducted seeking responses to shade ideas and information on Ratepayer Association’s organization & activities. Proposed Danny Lynch seconded Mike Mackintosh. CARRIED unanimously

The possible reduction to Child Health Nurses’ services at Chidlow & Glen Forrest. Conflicting information from nurses & newspaper article. Clarification to be sought from Health Dept.
Letter of acknowledgement to Shire for Elsie Austin Reserve/Oval funding.
Request to Shire for rocks to be replaced at end of George St near skate park or some barrier erected to restrict entry of vehicles that have been used to damage oval.

General Business
Jenny Mackintosh informed us that through a Public Art request forum she has submitted a suggestion to the Arts Centre for a bench built from rock & engraved to be located in PP. Megan attended the meeting and also requested public art for MT Helena
Malcolm Miller drew our attention to the lack of toilets along the trails between Mt Helena & Mundaring. Letter suggesting composting toiletalong walk tracks to be sent to shire.
Planting days in Pioneer Park have been successful. Next planting will be of mature deciduous trees.

Proposed Perth Hills bill – suggests a review body to enforce guidelines in keeping with the Hills environment to which larger developments must adhere. This may be meaningless if the State government pushes through legislation to remove the local councils from any input into development proposals over a very low amount or could become a forum for local councils.
The desirability of fixed terms for Association’s office bearers was discussed. It was decided unanimously that the current Constitution has acceptable guidelines for the present.

After the meeting closed Myles Harmer advised that the Water Corporation are revisiting their decision to situate the Water Treatment Plant at Mundaring Weir Village. Hopefully they will ‘look again’ at possibly locating the facility at the Firewood Road site.
